RWCF Modifications Project EIR and Mitigation Monitoring Services

RBI, with sub-consultant Ascent Environmental, Inc., prepared a focused Environmental Impact Report (EIR) for the City of Stockton’s (City) Regional Wastewater Control Facility (RWCF) Modifications Project. The RWCF is the second largest wastewater treatment plant in the Central Valley. Modifications to the RWCF are required to maintain compliance with National Pollutant Discharge Elimination System permit requirements, extend the useful life of existing facilities, improve working conditions for facility staff, and to implement components of the City’s Capital Improvement and Energy Management Plan. The proposed RWCF modifications consist of demolition of certain treatment process components and buildings, rehabilitation and repurposing of some existing components and buildings, and construction of new treatment process components and buildings. Key issues addressed in the EIR include air quality, biological resources, cultural resources, greenhouse gas emissions, noise, and hydrology and water quality.  The EIR provided the compliance documentation needed to satisfy the State Water Resources Control Board CEQA-Plus requirements for State Revolving Fund Program loans.  The EIR was certified and the project was approved by the City Council on March 26, 2019. Since certification of the EIR, RBI has been providing Endangered Species Act consultation services, a required component of the SRF financial assistance funding process, and mitigation monitoring and reporting program services.
